The Anti-Inhalant Abuse Centre Review Committee is appointed by the Minister for Home Affairs to decide the cases of inhalant abusers who are undergoing treatment and rehabilitation at the approved Anti-Inhalant Abuse Centre on their suitability for discharge.

Under section 27 of the Online Harms Act, the Minister may appoint an Appeals Advisory Committee (AAC) with suitable experience to provide advice with regard to any appeal, including providing a recommendation on whether to confirm, vary, or cancel the decision/ requirement appealed against.

The Board of Visitors (Community Rehabilitation Centre) is appointed by the Minister for Home Affairs to advise and make recommendations to ensure that the health, maintenance, recreation and discipline of inmates from the Centre are satisfactory and that an efficient standard is maintained throughout the Centre.

The Board of Visitors (Drug Rehabilitation Centres and Anti-Inhalant Abuse Centres) (BOV DRCs & AIACs) is appointed by the Minister for Home Affairs to advise and make recommendations to ensure that the health, maintenance, recreation and discipline of DRC inmates are satisfactory and that an efficient standard is maintained throughout each DRC.

The Board of Visitors for SCDF and SPF Detention Barracks (DB) is an independent body appointed by the Minister for Home Affairs to ensure the proper treatment and management of SCDF and SPF national servicemen during detention. Board members visit detainees in the cells, hear their concerns and ensure that their living conditions are satisfactory.

Members of the Board of Visiting Justices & Board of Inspection are Justices of the Peace, and are appointed by the Minister for Home Affairs onto the Board. The members inspect the prisons and ensure that the basic welfare of prisoners is taken care of.

The Citizenship Committee of Inquiry is appointed by the Minister for Home Affairs; and its role is to enquire into the cases of those persons who have been issued with the Notice of Deprivation of Citizenship and to submit its report to Minister for Home Affairs for a decision.

Appointed by the Minister for Home Affairs, the Criminal Law Advisory Committee (Hearing) hears representations made by or on behalf of persons ordered to be detained or placed under police supervision for criminal activities. It carefully examines each case brought by enforcement agencies and is empowered to question detainees and any witnesses in the process, before it makes its recommendation to the President on the orders made by the Minister.

Persons placed on detention are reviewed annually by the Criminal Law Advisory Committee (Review). Members of the Review Committee are appointed by the Minister for Home Affairs but are distinct from the Advisory Committee (Hearing), ensuring independent decision-making on the duration of detention. Any recommendation to extend detention for a further 12-month period must be approved by the President on the advice of Cabinet.

The Criminal Law Review Board considers all cases of detention extending beyond 10 years. This process ensures that cases where persons have been detained beyond 10 years are reviewed and scrutinised by a separate Committee. This is to ensure independent decision making in determining that these persons have not been detained longer than is necessary. Recommendations to extend detention for a further 12-month period must also be approved by the President on the advice of Cabinet.

The Drug Rehabilitation Centre Review Committee (DRCRC) is appointed by the Minister for Home Affairs to decide cases of inmates who are undergoing treatment and rehabilitation at the approved DRCs to determine their suitability for employment, participation in any educational or occupational training programmes, release or extended treatment and rehabilitation.

The Employment Preparation Advisory Committees is appointed by the Minister for Home Affairs to review cases of prisoners’ suitability for employment beyond the precincts of the prison in which the prisoners are detained and make recommendations to the Commissioner of Prisons.

The External Placement Review Board is appointed by the Minister for Home Affairs to review cases and make recommendations to the Minister, on matters relating to external placement of a prisoner.

The Fire Safety Appeals Advisory Board (FSAAB) is appointed by the Minister for Home Affairs, to hear appeals to the Minister on a modification or waiver of fire safety requirements, and to make recommendations to the Minister on the appeal.

The Board Members of the Gambling Regulatory Authority are appointed by the Minister for Home Affairs. The GRA Board advises and provides strategic guidance to the management of GRA to meet its objectives.

Members of the Home Detention Advisory Committee are appointed by the Minister for Home Affairs to review cases of prisoners who are eligible to be considered for home detention, and which fall within the guidelines to release on home detention. The Committee is responsible for examining the cases' suitability for release and to make recommendations to the Commissioner of Prisons.

Appointed by the Minister for Home Affairs, the Home Team Academy (HTA) Advisory Panel comprises professional and academic distinguished individuals (both locally and internationally), who can advise and develop HTA into a Leading Corporate University in Homefront Safety and Security. It enables HTA to access resources and deep expertise in key strategic areas such as leadership development, continuous education and training, learning technologies and international network.

The members of Home Team Corps Council are appointed by the Minister of Education. The Council was established for the purpose of the administration of matters relating to the Corps, involving policy development and regulations relating to training, appointment, promotions, and discipline of the Corps.

The Board is chaired by the Minister for Home Affairs, and is responsible for providing strategic directions and guidance to HomeTeamNS, and controlling its properties and finances. HomeTeamNS is a merger between the former Singapore Police Association for National Servicemen (SPANS) and Singapore Civil Defence Association for National Servicemen (CDANS). HomeTeamNS seeks to promote a strong identity, sense of belonging and pride among Home Team national servicemen through shared spaces (e.g. provision of clubhouse sports and recreational facilities) and shared interests (e.g. programmes and interest group activities).

The Board members of the Home Team Science and Technology Agency (HTX) Board are appointed by the Minister for Home Affairs. The HTX Board guides the development of HTX’s technology and capability development strategies and plans, ensures alignment of HTX with the strategic priorities of the Home Team, and provides oversight on corporate governance of HTX.

The Independent Review Panel (IRP) is an independent advisory body appointed by the Minister for Home Affairs, and comprises prominent members of the community, including retired judges, former senior Home Team officers, and other persons of standing in society. The Minister for Home Affairs may convene the IRP to review internal investigation findings in cases of alleged serious misconduct by Home Team officers in their official capacities. The IRP provides its opinion to the Minister for Home Affairs on whether internal investigations conducted were fair and thorough.

The Industrial and Services Co-operative Society Limited (ISCOS) was set up with the support from the Yellow Ribbon Singapore (YRSG) in 1989 to provide employment to ex-offenders through its various business enterprises. Since then, the Co-operative has evolved into an organisation with multiple programmes and services to cater to the needs of ex-offenders and their families.

At present, ISCOS offers training subsidies and employment assistance, support groups, referral and other services to ex-offenders. There is also a dedicated programme (Fairy Godparent Programme) to help their children achieve academic potential through initiatives such as bursary awards, sponsored tuition, mentoring, workshops and recreational activities.

The affairs of the Co-operative are managed by a Board of Directors with the support from the management team. The Ministry of Home Affairs appoints a Board of Trustees to advise the Board of Directors on the general administration of ISCOS and to ensure that its long-term goals are met.

The Infrastructure Protection Act (IPA) Appeals Advisory Board is appointed by the Minister of Home Affairs. The board provides advice to the Minister on appeals against the Commissioner of Infrastructure Protection’s rejection of a Security Plan, which is required before Special Developments (SDs) or Special Infrastructures (SIs) commence construction or major renovation works.

The Institutional Discipline Advisory Committee is appointed by the Minister for Home Affairs to render an opinion to the Commissioner of Prisons on whether the corporal punishment ordered by a Superintendent on any inmate for committing an institutional offence is excessive.

The INVEST Board of Trustees (INVEST BOT) is appointed by the Minister for Home Affairs to manage and administer the HUS INVEST Fund which is a superannuation fund established on 1 October 2001 under the Home Affairs Uniformed Services Superannuation Act 2001.

The Liquor Appeal Board (LAB) was formed on 1 Apr 2015 with the implementation of the Liquor Control (Supply and Consumption) Act 2015. The LAB plays an important role in ensuring fairness in the liquor regulatory framework. The purpose of the LAB is to assess the appeals made by liquor licence applicants or licensees who are aggrieved by the decisions made by the Licensing Officer (LO).

The Long Imprisonment Review Board is appointed by the Minister for Home Affairs to make recommendation on a prisoner’s suitability for release after serving at least 20 years of sentence. The Board will assess and make recommendation to the Minister for Home Affairs on the prisoner’s suitability for release.

The Mandatory Aftercare Advisory Committee is appointed by the Minister for Home Affairs to make recommendation to Commissioner of Prisons on matters relating to Mandatory Aftercare Scheme.

The Medical Advisory Committee (MAC) is appointed by the Minister of Home Affairs, with members selected in consultation with the Ministry of Health. It provides advice and guidance on issues relating to medical protocols for ambulance operations and on policies pertaining to clinical and medical matters in relation to SCDF’s Emergency Medical Service (EMS).

The Medical Advisory Panel (MAP) is appointed by the Minister for Home Affairs, and comprises leading specialists across different medical specialisations and policy/operation staff from the Ministry of Health and Singapore Prison Service (SPS). The MAP advises SPS on medical matters such as the standards and clinical outcomes of healthcare provision in prisons, the improvement to clinical processes, complex medical cases within prisons, and the adequacy of SPS medical facilities, and clinical management of SPS deaths in custody.

Appointed by the Minister for Home Affairs, the National Council Against Drug Abuse was set up in 1995 as an advisory committee to the Ministey of Home Affairs, to serve as an umbrella body to formulate anti-drug strategies and programmes. NCADA, as a citizens' advisory committee, comprises key members from the community and serves as a link between the community and the Government, Through their extensive background and diverse networks, NCADA members help the Govenment gather feedback and ideas from the community to enhance and strengthen the national anti-drug strategy.

NCADA's main objectives are to organise, co-ordinate, promote activities and assist other organisations and institutions, bodies and persons for the purpose of fighting drug abuse; and to educate the public on the drug menace and guide them on the prevention of drug abuse.

The National Crime Prevention Council is a non-profit organisation committed to promoting public awareness of and concern about crime and to propagate the concept of self-help in crime prevention by mobilising the support of groups, organisations and individuals from the community to work closely with the Police to prevent crime. The NCPC is incorporated as a charity and depends entirely on donations and grants to run its programmes and activities. It is registered as a society with the Registry of Societies and also an institution of a Public Character (IPC).

The National Fire and Emergency Preparedness Council (NFEC) is committed towards promoting fire prevention and emergency preparedness to make Singapore safe and secure.

The council educates the public on the dangers of fire, proper use of emergency services and the importance of emergency preparedness. It also promotes programmes and initiatives to spur members of the public, from children to adults, to actively take steps in fire prevention and in stepping forward as Community First Responders to help others in times of emergency.

The Public Entertainment Appeal Board is appointed by the Minister and will hear appeals from public entertainment establishments, such as nightlife establishments, computer games centres and billiard saloons.

The Reformative Training Centre Review Committee is appointed by the Minister for Home Affairs to determine the reformative trainee’s suitability for release onto police supervision, discharge the reformative trainee from the release on supervision order, and decide on the need for recall when the reformative trainee breaches the supervision order.

The Registered Inspectors Inquiry Panel is appointed by the Minister. The Panel inquires about the conduct of any registered inspector or the discharge of a registered inspector’s duties or responsibilities if it appears to the Commissioner that the registered inspector has contravened or failed to comply with any provision of the Fire Safety Act, relevant Regulations, and prescribed code of professional conduct and ethics.

The Singapore Road Safety Council is appointed by the Minister for Home Affairs and serves to address the future needs of our road users in areas of road safety. Supported by the Ministry of Transport (MOT) and Land Transport Authority (LTA), the Council also serves to augment the efforts of Traffic Police in championing road safety in Singapore through public education, research and partnerships with stakeholders.

The Life Imprisonment Review Board is appointed by the Minister for Home Affairs to review cases of prisoners sentenced to life imprisonment, while The President's Pleasure Review Board is appointed by the Minister for Home Affairs to review cases of underage prisoners detained during the President's Pleasure. Both Boards will assess and make recommendation to the Minister for Home Affairs on the prisoner's suitability for release.

Yellow Ribbon Cares Limited (YR Cares) is a registered charity with IPC status that supports ex-offenders, their families and children. Formed through the unification of Yellow Ribbon Fund, Industrial & Services Co-operative Society Limited (ISCOS) and NeuGen Fund, YR Cares brings together decades of experience serving this community.

Aimed at building safer, more inclusive communities, the charity supports reintegration, empowers ex-offenders to give back, and strengthens the wider ecosystem through grants for aftercare organisations and community groups. To help prevent intergenerational offending, YR Cares also reach out to families and vulnerable children with targeted programmes and dedicated case management — nurturing their confidence, resilience, and brighter futures.

Appointed by the Minister for Home Affairs, the Yellow Ribbon Fund Board was set up to provide strategic direction and maintains oversight on governance issues in relation to the use of the funds under the Yellow Ribbon Fund.

Yellow Ribbon Industries Pte Ltd (YRI) is a wholly owned subsidiary of Yellow Ribbon Singapore. The YRI Board of Directors is appointed by the Minister for Home Affairs to oversee Yellow Ribbon Industries Pte Ltd (YRI). YRI’s mission is to create hope and second chances through its products and services, uplifting ex-offenders and supporting their successful reintegration, while building inclusive and cohesive communities.

The Yellow Ribbon Singapore (YRSG) Board is appointed by the Minister for Home Affairs and is responsible for overseeing YRSG's activities to assist offenders to return to society as responsible and contributing members of society. YRSG seeks to enhance the employability of offenders and prepare them for their eventual integration into the vocational training, employment assistance and communty engagement. YRSG also works very closely with other government agencies, chambers of commerce and industry, trade associations, employers, aftercare agencies such as Industrial & Service Co-Operative Society Ltd (ISCOS), Singapore After-Care Association (SACA), Singapore Anti-Narcotics Association (SANA), halfway houses and the community in the rehabilitation and reintegration of offenders.
