Adoption rates and effectiveness of SGSecure mobile application as community vigilance tool

Dr Neo Kok Beng: To ask the Senior Minister, Coordinating Minister for National Security and Minister for Home Affairs (a) what are the current rates of community adoption and the number of active monthly users of the SGSecure mobile application; and (b) what is the targeted community adoption rate that will form a critical mass for effective public reporting of incidents or potential concerns.

Mr K Shanmugam, Senior Minister, Coordinating Minister for National Security and Minister for Home Affairs:
1. The SGSecure app was downloaded more than 1.4 million times since the current version was released on 25 September 2023, and for 2026 to date, an average of about 46,000 use it monthly. Besides reporting suspicious items or behaviour, users also receive timely security-related news and alerts, and app users who are SGSecure Responders are also alerted to minor fire and cardiac arrest cases nearby.
2. While we want as many people as possible to download and use the app, we have not set a target for downloads or usage. Having the app is not a pre-requisite for effective reporting. Beyond the app, members of the public may also call the Police or the Internal Security Department (ISD) to report suspicious items or behaviour.
3. What is more critical is public awareness, vigilance and willingness to report through various channels to the authorities, which we continue to foster through engagement touchpoints such as SGSecure roadshows, grassroots events, and social media communications.
