Assessment of Effectiveness of Safety Campaigns for Delivery Drivers

Question:

Dr Charlene Chen: To ask the Coordinating Minister for National Security and Minister for Home Affairs (a) what assessment has been made of the effectiveness of existing safety campaigns for delivery riders; (b) whether the Ministry will require platforms to share data to identify high-risk riding behaviours; and (c) how accountability and minimum safety training standards will be enforced when accidents involving delivery riders and pedestrians occur.

Answer:

Mr K Shanmugam, Coordinating Minister for National Security and Minister for Home Affairs:

1. The Traffic Police (TP) does not track data on accidents involving delivery riders, but this is a group of interest as they spend a lot of time on our roads.

2. TP will consider engaging the platform companies to get their data to help us better understand the driving or riding habits of their workers. We will then consider if we need additional interventions or campaigns, in addition to TP, the Singapore Road Safety Council, and Land Transport Authority's (LTA’s) existing public education and engagement efforts.

3. When traffic accidents involving injury occur, TP and the Ministry of Manpower may investigate and enforce against errant parties under the Road Traffic Act and Workplace Safety and Health Act respectively. The laws and penalties apply to all road users.
