Commencement of the Land Transport and Related Matters Act

1. The Land Transport and Related Matters Act 2026 (the “Act”) was passed by Parliament on 5 February 2026. The Act introduced amendments to the Road Traffic Act 1961 (“RTA”) and the Road Vehicles (Special Powers) Act 1960 (“RVSPA”).
2. The following provisions to the RTA and RVSPA will take effect on 14 April 2026:
(a) Clarify that mandatory disqualification periods in the RTA are baselines: Disqualification periods [1] for offences under the RTA are minimum disqualification periods, and special reasons are not required for a court to impose a longer period. The court may impose a longer disqualification period, up to lifetime disqualification, where warranted by the facts and circumstances of the case.
(b) Make the vehicle forfeiture framework in the RVSPA discretionary: It will no longer be mandatory for the court to order the forfeiture of road vehicles if the court is satisfied that the offender is not the vehicle owner and had used the vehicle without the owner’s consent.
(c) Clarify that Singapore Armed Forces (“SAF”) drivers may drive motor vehicles that are owned or leased by SAF.
3. The remaining provisions under MHA’s purview will be implemented at a later phase. For more information on the Act, please refer to the Annex.
