Denying vehicle entry permit applications for foreign-registered vehicles with outstanding fines

1. All foreign-registered vehicles must have a valid Vehicle Entry Permit[1] (VEP) for entry into Singapore. From 2 November 2026, foreign-registered vehicles with outstanding fines for traffic, parking or vehicular emissions offences committed in Singapore will not be able to apply for or renew their VEP with the Land Transport Authority (LTA).
2. This will be a change from the current practice, where foreign-registered vehicles with outstanding fines may be denied entry into Singapore only when they arrive at the land checkpoints.
3. Foreign-registered vehicles should settle their outstanding fines before applying for or renewing a VEP and entering Singapore. To ensure a smooth VEP application process, foreign motorists should check for any outstanding fines at www.axs.com.sg and settle them promptly before applying for or renewing their VEP at LTA’s OneMotoring website, and before travelling to Singapore. Fines can be paid via the following channels (a detailed list of payment options applicable to the respective agencies is listed in Annex A):
(a) AXS kiosks, AXS website and AXS mobile app;
(b) Respective agencies’ websites; or
(c) Respective agencies’ customer service counters.
4. Foreign motorists are reminded to submit their VEP applications at least two weeks before their intended entry date. Payment service providers may take up to two calendar days to process fine payments and update the records in the agencies’ systems.
5. We also advise Singapore motorists with outstanding traffic fines in Malaysia to settle their fines before entering Malaysia.
6. Foreign motorists who wish to seek clarifications on their offences may contact the relevant agencies (refer to Annex A).

[1] Vehicle entry permits collectively refers to Vehicle Entry Permits for cars and motorcycles, ASEAN Public Service Vehicle Permits for taxis and buses, ASEAN Goods Vehicle Permits for goods vehicles such as lorries, as well as Autopass Card applications required by ASEAN Goods Vehicle Cross-Border Permit holders and ASEAN Passenger Transport Vehicle Cross-Border Permit holders.
