Designation of Four Individuals As Politically Significant Persons Under the Foreign Interference (Countermeasures) Act 2021

1. The Registrar of Foreign and Political Disclosures (“Registrar”) has designated four individuals – Robert Ng Chee Siong, Daryl Ng Win Kong, Nikki Ng Mien Hua, and David Ng Win Loong – as Politically Significant Persons (PSPs) under section 48(1) of the Foreign Interference (Countermeasures) Act 2021 (FICA) with effect from 22 April 2025. ^[1]

2. The four individuals were served Notices of Intended Designation on 7 April 2025 and did not submit any representations against their intended designations. The Registrar remains of the view that all four individuals should be designated as PSPs, based on their declared memberships in Foreign Legislatures or Foreign Political Organisations. The designations of the four individuals are not because they have engaged in any egregious activity.

3. Persons designated as PSPs are required to make annual disclosures to the Registrar on: (a) political donations of $10,000 or more that they receive and accept, (b) foreign affiliations, and (c) migration benefits. ^[2]

[1] The Registrar of Foreign and Political Disclosures is the competent authority appointed by the Minister for Home Affairs under FICA to be responsible for the administration of the provisions relating to PSPs (except election candidates and election agents).

[2] “Political donation” is defined in section 51 of FICA. Foreign affiliations are defined as “reportable arrangements” in section 78 of FICA. “Migration benefit” is defined in section 78(4) of FICA.
