Exclusion criteria and criteria review for public awards recognising civic-mindedness and courage

Mr David Hoe: To ask the Senior Minister, Coordinating Minister for National Security and Minister for Home Affairs (a) what exclusion criteria apply to public awards recognising civic-mindedness or courage, including Home Team's public spiritedness and lifesaving awards; (b) what is the policy intent of these exclusion criteria; and (c) whether the criteria will be reviewed so that separate commendable acts can be considered on their own merits where appropriate.

Mr K Shanmugam, Senior Minister, Coordinating Minister for National Security and Minister for Home Affairs:

1. The Home Team recognises individuals who have demonstrated outstanding acts of public spiritedness.

2. Nominees are assessed based on the extent of their involvement in the act, the risk to their personal safety in stopping a crime or preventing loss of life, and the outcome of their intervention.

3. To safeguard the integrity of the awards, nominees must not be under investigation or facing court proceedings for any conduct that runs contrary to the spirit of the awards.

4. The Home Team periodically reviews its award criteria to ensure they remain relevant and reflect the values we wish to recognise and uphold.
