Friendlier and Safer Walk Cycle Ride Journeys

1. The Land Transport Authority (LTA) is continuing efforts to enhance road safety and inclusivity in Singapore to encourage walking, cycling and taking public transport.

2. First, LTA will expand the Friendly Streets initiative to 15 more locations. Second, to ensure that our roads are safer for young children, we will extend the lower speed limit of 40km/h along School Zones near primary schools to apply throughout the entire day, instead of only at specific hours. Third, we will embark on three new road repurposing projects to create more seamless connections to amenities, and safer pedestrian zones.

New Friendly Streets and Road Safety Measures

3. The Friendly Streets initiative will be expanded to 15 more locations. This is in line with our commitment to implement Friendly Streets in all towns by 2030. These locations – Boon Lay, Bukit Timah, Fengshan, Geylang, Jurong West, Opera Estate, Pasir Ris, Queenstown, Simei, Tanjong Pagar, Telok Blangah, Thomson, Woodlands, Yew Tee and Yishun – have a higher proportion of seniors or young families who will directly benefit from the initiative. LTA will engage the community in these areas this year, to determine the specific locations and Friendly Streets features to be implemented.

4. Located in areas with high pedestrian flow and close to key amenities, the Friendly Streets initiative will make walking and cycling journeys within neighbourhoods safer, more inclusive and comfortable. Since the initiative was introduced in 2023, LTA has completed Friendly Streets at the five pilot locations ^[1] . Construction works at 10 other locations ^[2] are progressively commencing from the first half of this year and are expected to complete in 2026.

5. To further protect pedestrians within Friendly Streets, demerit points and composition fines for offences committed within Friendly Streets will be enhanced. Motorists who commit traffic offences that endanger others within Friendly Streets will incur two additional demerit points on top of the prevailing demerit points for the offence. In addition, the composition fines for these offences committed within Friendly Streets will be raised by $100. These enhanced penalties match that of offences committed at Silver Zones and School Zones. This change will take effect from 1 January 2026 to provide time for motorists to adjust.

6. Currently, the 40km/h speed limit at Enhanced School Zones is in effect only during specific periods, such as during school arrival and dismissal times. However, with more varied school schedules, LTA will apply the lower speed limits throughout the day. This will create a safer environment for students, regardless of the time of the day, and complements the Friendly Streets initiative. This change will take effect from 1 January 2026 to provide time for motorists to adjust.

Road Repurposing at Tanjong Pagar, Bedok and Tampines

7. LTA will continue to prioritise road space for smoother Walk, Cycle, Ride connections between surrounding amenities.

8. LTA will embark on new road repurposing projects at three locations:

(a) In Tanjong Pagar, LTA will repurpose the roadside car park spaces along Tanjong Pagar Road (between Craig Road and Maxwell Road) into cycling paths and wider footpaths. This will allow for a safer and more comfortable walking and cycling experience between Tanjong Pagar and Maxwell MRT stations, while connecting to the wider Central Area cycling network. To further enhance road safety, centre dividers and road humps will be introduced to slow vehicles down.

(b) In Bedok, LTA is partnering with the local grassroots adviser, People’s Association, East Coast Town Council and other agencies to repurpose a 90m stretch of Bedok North Street 4 (near the junction of Bedok North Street 4/ Bedok North Road) and the adjacent HDB surface carpark near Block 84. This creates a safer and more comfortable walking experience for residents walking to and from Bedok 85 Market and Fengshan neighbourhood centre, and also frees up space for community use.

(c) In Tampines, LTA will pedestrianise a stretch of Tampines Central 5 that is about 50m in length. This will create a seamless, safer commuting environment and more pleasant walking route for the large number of pedestrians walking between Tampines MRT station and the malls in Tampines Town Centre.

9. LTA and partner agencies have engaged the stakeholders at these locations, and they have expressed support. These projects are expected to commence progressively from this year.
