Guidelines for in-car video and livestreaming recordings in driving schools, and disclosure and consent requirements for learner biometric and personal data storage

Question:
Ms Poh Li San: To ask the Coordinating Minister for National Security and Minister for Home Affairs (a) whether there will be a standardisation of guidelines for in-car video and live-streaming recordings within driving schools in Singapore; and (b) whether driving schools and instructors will be required to inform learners on how and for how long their biometric and personal data is being stored as well as to obtain their consent for live-streaming and real-time monitoring.

Mr K Shanmugam, Coordinating Minister for National Security and Minister for Home Affairs:
1. The Traffic Police (TP) does not impose any video recording requirement on driving schools. That said, TP is aware that the driving schools use in-car video cameras for safety and audit purposes.
2. Regardless of the use case, driving schools must comply with prevailing laws on the collection, use and retention of personal data.
