Leadership change in the Gambling Regulatory Authority

1. Mr Teo Chun Ching, 52, currently Chief Executive (CE), Gambling Regulatory Authority (GRA) concurrent Deputy Comissioner of Police (Policy), will relinquish his appointment as CE GRA on 2 June 2026.
2. Mr Teo transformed the Casino Regulatory Authority into GRA in 2022, expanding its regulatory scope from casinos to all gambling products. The reconstitution widened the regulatory framework and positioned GRA as a comprehensive regulator in a rapidly evolving industry. At the same time, several gambling legislations were repealed and replaced by a new Gambling Control Act that enabled gambling regulations to be regularly updated and enhanced.
3. As CE GRA, Mr Teo spearheaded GRA’s digital and data transformation, enhanced system security and resilience, and built advanced analytics to inform regulatory policies that mitigate problem gambling and money laundering. This enabled GRA to effectively stay ahead of technological and gambling trends, respond to emerging gambling products, and develop holistic and coherent policies to regulate the gambling industry in Singapore. Under Mr Teo’s leadership, GRA worked with the Ministry of Home Affairs (MHA) to introduce significant amendments to the Casino Control Act in 2024, to modernise and future-proof the regulatory regime for casinos.
4. Mr Tan Sin Heng Daniel, 54, currently Commander, Traffic Police (TP), Singapore Police Force (SPF), will be appointed as CE GRA on 2 June 2026. Mr Tan has held key appointments in MHA, including Deputy Commissioner (Policy and Transformation), Singapore Prison Service (SPS), Director Planning and Organisation, SPF, and Commander Central Division, SPF.
5. As Commander TP, Mr Tan drove major legislative changes that strengthened road safety, such as revisions to the demerit points system and expansion of speed limiter requirements for heavy vehicles. He also built strong partnerships with government agencies and industry stakeholders to achieve safer roads for Singapore.
6. Under Mr Tan’s leadership, TP advanced the use of technology in operations. This included the next-generation Electric Vehicle Expressway Patrol cars, with advanced technology features to improve SPF’s response to incidents, and the use of AI-enabled analytics to improve the detection of traffic volations.
7. As Deputy Commissioner (Policy and Transformation), SPS, Mr Tan spearheaded major initiatives. He developed a five-year communications masterplan to support Prison’s rehabilitation mission. He led community correction efforts, such as the formation of the Field Officer Response Team to better support inmates on community-based programmes and reduce recidivism rates. Mr Tan also oversaw Prison’s policy and systems integration effort which aligned work across divisions and frontline commands, thereby optimising Prison’s resources and strengthening its operational effectiveness.
