Measures to Address Underreporting of Scam Cases

Ms Elysa Chen: To ask the Coordinating Minister for National Security and Minister for Home Affairs (a) what current estimates exist regarding the extent of underreporting of scam cases in Singapore; and (b) what measures are being implemented to encourage more victims, including those who have not suffered large monetary losses, to come forward and report such incidents.

1. The Ministry does not have estimates of under-reporting. Our national anti-scam campaign, “I can ACT (Add, Check, Tell) against scams”, advises members of the public to lodge a police report if they have been scammed. We have also included this advice in the anti-scam resource guide that the Police have been disseminating to all households since July 2025.
