Number of licences granted to massage establishments in past three years and vice activities detected

Ms Cassandra Lee: To ask the Coordinating Minister for National Security and Minister for Home Affairs (a) how many licences have been granted to massage establishments in 2023, 2024, and 2025; and (b) what is the number of vice activities that have been detected in licensed massage establishments during this period.

Answer:

Mr K Shanmugam, Coordinating Minister for National Security and Minister for Home Affairs:

1. There were 907, 877 and 868 massage establishment licences in 2023, 2024 and 2025 respectively. During the same time period, there were 45, 40 and 30 vice activities detected in licensed massage establishments respectively.

2. These numbers do not include open-concept massage establishments. Such establishments are currently exempt from applying for a licence so long as they comply with certain rules aimed at preventing the premises from being used for vice activities.

3. Police are reviewing the massage establishment regulations to ensure the regulatory regime is updated and fit for purpose. Industry consultation will be done in due course.
