Pre-identification of vulnerable residents unable to evacuate independently in a fire, and opt-in protocol for providing such information to responders during emergencies

Question:

Mr Yip Hon Weng: To ask the Senior Minister, Coordinating Minister for National Security and Minister for Home Affairs following fatal HDB fires involving seniors (a) whether SCDF can identify beforehand residents who are unable to detect a fire, call 995 or evacuate independently; (b) if not, why not; and (c) whether an opt-in protocol making such information available to responders during emergencies will be piloted.

1. As fire incidents are dynamic and can evolve rapidly, the Singapore Civil Defence Force (SCDF) responders will need to assess conditions on site to prioritise individuals requiring rescue or evacuation. Where evacuation is necessary, SCDF prioritises residents on the affected floor and those living two floors above. Pre-maintained information on residents requiring assistance during fire incidents may not be the most updated and will need to be verified on site.

2. HDB flats are designed as a stand-alone fire compartment to limit fire spread prior to SCDF’s arrival. In addition, home fire alarm devices or HFADs are mandatory in all new homes since 2018. For existing HDB flats, HFADs are mandated for homes carrying out fire safety related addition and alteration works. All homeowners are encouraged to install HFADs, as early warning can be critical in allowing occupants more time to respond, evacuate safely, and call for assistance.

3. Seniors and residents with mobility impairments who are unable to evacuate independently should remain in their units, move to a safe room, close the door, call 995 and provide their location, and await assistance. This approach is aligned with international best practices, and reduces the risk of injury during evacuation. Those who are deaf, hard-of-hearing, or otherwise unable to call 995 may contact SCDF by SMS at 70995.

4. The community also plays an important role in supporting vulnerable seniors during emergencies. SCDF works with the People’s Association’s Community Emergency and Engagement Committees to regularly organise block evacuation exercises. These exercises help residents better understand their neighbours’ needs and support those who may require assistance during an emergency.
