Product design requirements for trading card box designs to mitigate gambling risks

Dr Hamid Razak: To ask the Coordinating Minister for National Security and Minister for Home Affairs (a) whether the Ministry has considered product design approaches, such as requiring minimum guaranteed rarity distributions within sealed trading card boxes, as part of its regulatory framework; and (b) if so, how such standards compare with disclosure-based measures in reducing gambling-like risk.

Mr K Shanmugam, Coordinating Minister for National Security and Minister for Home Affairs:
1. The Ministry of Home Affairs will share the specifics of the blind box regulations when we are ready, around mid-2026. Additional safeguards such as probability disclosure and minimum guaranteed rarity distributions may be considered subsequently as we need more time to study them. The safeguards will need to be proportionate to the gambling inducement risk of the product.
