SGSecure's next phase assessment framework for terrorism vigilance and preparedness, and radicalisation reporting targets

Mr Jackson Lam: To ask the Senior Minister, Coordinating Minister for National Security and Minister for Home Affairs (a) what measurable outcomes will be used to assess the effectiveness of the next phase of the SGSecure movement in improving Singaporeans' vigilance and preparedness against terrorism; and (b) whether targets will be set for the proportion of residents who are able to identify and report signs of possible radicalisation or suspicious activity.

1. The Ministry tracks the effectiveness of the SGSecure movement through a range of indicators. These include tracking public awareness and attitudes towards vigilance, resilience and cohesion against potential terror threats through national-level surveys, the results of which are published annually in the Singapore Terrorism Threat Assessment Report. We also track participation in relevant skills training and awareness programmes and the engagement with the SGSecure movement, including in schools, workplaces and neighbourhoods.
2. In 2025, the Ministry of Home Affairs (MHA) conducted social experiments to gauge the level of public vigilance to terror threats. These complement our survey findings by providing an indication of actual behaviour.
3. At this point, we do not intend to set targets for the proportion of residents who are able to identify and report signs of suspicious activity or possible radicalisation.
