MHA Merit Scholarship

The MHA Merit Scholarship (MMS) is for outstanding individuals who are passionate about strengthening Singapore's security and public safety in a civilian role.

Based on your interests and aspirations, you can choose from a range of exciting and rewarding career options in various policy, executive, science and technology, and other specialist roles across the Home Team.

  • HTX (Home Team Science and Technology Agency) – Science & Technology


*There will be opportunities for one to be posted to other Home Team agencies in the course of one’s career.

If you pursue a Law degree, you will not be called to the Bar while serving in the Home Team.

Note: If you are currently an undergraduate, this scholarship is available as a mid-term scholarship

Value of Award


Tuition fees and other approved charges


Monthly overseas or local maintenance allowance (including accommodation)


Pre-studies allowance e.g. settling in, warm clothing, computer


Return economy class airfare (if studying overseas)


Sponsorship of Master’s and exchange programmes (if requirements are met)


Hostel allowance (where applicable)



Applicants will need to:

  • Be a Singapore Citizen or Singapore Permanent Resident who is intending to take up Singapore Citizenship
  • Have strong leadership qualities and potential
  • Possess strong interest in safeguarding the safety and security of Singapore
  • Have good academic and Co-Curricular Activities (CCAs) records
  • Have a GCE A-Levels, International Baccalaureate, Polytechnic, NUS High School, or other high school diploma/certificate. Current Undergraduate students (not in final year of studies) with good academic results may also apply. Click here for more details on a mid-term scholarship.

Your Leadership Journey

Depending on your preference and course of study, you can choose to embark on a generalist or specialist career, under one of our six career tracks.

If you meet the criteria, you will be placed on the Public Service Leadership Programme (PSLP) where you will acquire specialist knowledge and capabilities to take on key leadership positions in the Home Team departments.

Choose your career track:






You will need to fulfil a bond of:

  • 4 years (for local studies)
  • 5 years (for studies in non-English speaking countries)
  • 6 years (for studies in English speaking countries)

The bond period starts on the day you assume official duty after completing your studies.
