Written Reply to Parliamentary Question on Number of Singapore Citizens who were in Foreign Political or Legislative Bodies Before and After the Enactment of the Foreign Interference (Countermeasures) Act 2021

Published: 26 February 2024

Question:

Mr Leong Mun Wai: To ask the Minister for Home Affairs whether the Ministry has data on the number of Singapore citizens who have participated in foreign political or legislative bodies both before and after the enactment of the Foreign Interference (Countermeasures) Act 2021.

Answer:

Mr K Shanmugam, Minister for Home Affairs and Minister for Law:

1. There have been media reports of Singapore Citizens (SCs) participating in foreign legislatures and political organisations. SCs are required, under section 79 of the Foreign Interference (Countermeasures) Act 2021, to declare their membership in such bodies to the Registry of Foreign and Political Disclosures.

2. SCs who joined such bodies prior to 1 February 2024 have until 1 March 2024 to declare their involvement. SCs who join such bodies after 1 Feb 2024 have to declare their involvement within one month of joining. They can do so at https://eservices2.mha.gov.sg/rds. There have not been any declarations as of 14 February 2024.
