Enhancement of MINDEF and MHA Group Insurance Coverage

Published: 03 January 2023

1.   The Group Insurance Scheme for Ministry of Defence (MINDEF) and Ministry of Home Affairs (MHA) Full-time National Servicemen (NSFs), Operationally Ready National Servicemen (NSmen), volunteers and regulars has been enhanced from 1 January 2023. The enhancement of the MINDEF and MHA Group Insurance was announced during MINDEF’s Committee of Supply Debate in March 2022.

2.   Since 2016, MINDEF and MHA have been providing Group Term Life (GTL) and Group Personal Accident (GPA) insurance for all NSFs, NSmen, eligible volunteers and regulars in MINDEF/SAF and the Home Team. Prior to 1 January 2023, all service personnel and eligible volunteers were covered for up to $150,000 sums assured under each policy.

3.   From 1 January 2023, the coverage under each policy will increase to $300,000, from $150,000 originally. The GPA policy has been renamed to the Group Personal Injury (GPI) policy, and has been enhanced to more comprehensively cover conditions such as long-term noise-induced hearing damage or decompression sickness. These changes will benefit about 500,000 service personnel who are covered under the MINDEF and MHA Group Insurance Scheme every year. Insured individuals who wish to increase their coverage or insure their dependants can opt to purchase additional coverage at competitive premiums.

4.   The appointed insurance company, Singlife, will provide MINDEF and MHA Group Insurance Scheme coverage from 1 January 2023. MINDEF and MHA is working with Singlife to ensure a smooth transition in policy arrangements for all policy holders.

“MINDEF and MHA periodically review the Group Insurance Scheme, to ensure that the coverage remains relevant and adequate for our servicemen.” - Mr Ho Chin Ning, Director Manpower, MINDEF

“The enhanced Group Insurance policies provides significant baseline financial support and protection for our regular officers, national servicemen and eligible volunteers. It is one of the many ways in which we look after their well-being as they go about their duties in keeping Singapore safe and secure.” - Ms Shirlyn Ng, Senior Director, Human Resource Division, MHA
