Government Accepts Security Tripartite Cluster’s Wage Recommendations for Security Officers

The Government has accepted the recommendations by the Security Tripartite Cluster (STC) in the addendum to the STC report on the Security Progressive Wage Model (PWM). From 1 January 2024 to 31 December 2025, the Security PWM will include a two-year schedule of wage increases for in-house security officers, and a two-year schedule for part-time hourly rates for outsourced security officers.1 


Two-Year Schedule of Wage Increases for In-house Security Officers

2. Since 1 September 2022, the Security PWM has been expanded to cover in-house security officers. Arising from consultations with the security industry, the STC has proposed a separate wage ladder to better account for the difference in working hours and compensation structure between in-house and outsourced security officers. The revised wage schedule will benefit about 2,200 full-time lower-wage workers2 in the in-house security sector.

3. The two-year wage schedule allows employers the flexibility to balance business sustainability with meaningful wage increments for lower-wage workers. This is in line with the National Wages Council 2023/24 guidelines. The wage schedule for in-house security officers is in Annex A.


Two-Year Schedule of Part-time Rates for Outsourced Security Officers

4. The STC has also proposed hourly rates for outsourced security officers, to provide clarity for part-time and ad-hoc work arrangements. The schedule of part-time hourly rates is in Annex B.
