More than 7,600 In-House Security Officers Covered by Security Progressive Wage Model Recommendations for Sustained Wage Increases

1. The Government has accepted the Security Tripartite Cluster (STC)’s recommendations [1] on the Security Progressive Wage Model (PWM). In line with these recommendations, from 1 January 2026 to 31 December 2028, a three-year schedule of sustained wage increases for more than 7,600 full-time and part-time in-house security officers [2] will be introduced. Since 1 January 2024, the Security PWM has provided a separate wage ladder for in-house security officers.


Three-Year Schedule of Sustained Wage Increases

2. From 1 January 2026, about 1,500 full-time in-house security officers will see their wages rise to at least the new entry-level PWM wage of $2,475. From 2026 to 2028, this baseline monthly gross wage will increase from $2,475 to $2,795.

3. In-house security officers can expect a year-on-year increase of $160 over the next three years. The updated wage schedule is reflected below.

Continued Support for Employers With the Progressive Wage Credit Scheme in 2026


4. To provide transitionary support for employers to adjust to the PWM wage increases, eligible employers will automatically receive co-funding support under the Progressive Wage Credit Scheme (PWCS). The PWCS will co-fund up to 20% of wage increases given to workers who earn a monthly wage of up to $3,000 in 2026. This will alleviate cost pressures, while enabling businesses to drive transformation efforts to enhance productivity and raise wages sustainably.

[2] The term “Security Officer” refers to security officers as licensed under the Private Security Industry Act (2007). The Security PWM has set a wage schedule for security officers employed by security agencies until 31 Dec 2028.

* PWM wage from 1 Jan 2028 is subject to further review in 2027. The STC may consider adjusting the PWM gross wage requirements upwards if the economic situation improves.

^ For Senior Security Supervisors, the STC had recommended in 2023 that their wages be left to market forces as their wages were generally above the bottom 20th wage percentile.
