Safe Clubbing Campaign 2025 – Speech by Mr Goh Pei Ming, Minister of State, Ministry of Home Affairs and Ministry of Social and Family Development

Distinguished guests and industry partners,

1. A very warm evening to all of you.

2. I’m happy to join you today for the launch of the Safe Clubbing Campaign 2025. 

3. Today is also my first day in this appointment and my first event that I am hosting. So, I am very glad to be joined by all of you and look forward to meeting you later.  

4. The Safe Clubbing Campaign or SCC is in its 5th iteration this year and it continues to bring together industry partners, to co-create a safe environment in all our public entertainment outlets. 

5. The tagline for the campaign this year is "Celebrate Right, Enjoy Responsibly". 

6. It captures the importance of drinking responsibly and ensuring everyone can enjoy a safe and enjoyable nightlife experience. 

7. The Police works closely with stakeholders to maintain order and deter criminal activities. This partnership has seen positive results.

8. In the first quarter of 2025, outrage of modesty cases at nightspots declined by more than 34% compared to the same period last year.

9. Similarly, cases involving rioting, affray, disorderly behaviour and serious hurt also saw a slight decrease of about 14%.

10. While these data are encouraging, such cases remain a concern, particularly outrage of modesty. In particular, these cases in and around public entertainment outlets still make up about 7% of total cases nationwide last year.


Contributions from Industry and Partners

11. Today, I would like to take the opportunity recognise the strong support of several key partners who have worked very closely with us in our effort to make our public entertainment outlets safer. 

12. In particular, 

(a) the National Crime Prevention Council (NCPC),

(b) the Singapore Nightlife Business Association (SNBA),

(c) Singapore River One (SRO),

(d) and the Singapore Alliance for Responsible Drinking (SARD). 

13. Your support to fostering a safe nightlife environment has been instrumental in our collective success. Together, we have been able to tap your networks and industry experience – to reach out to public entertainment outlets, and to come up with initiatives to promote safe drinking habits in Singapore. I believe Police and Singapore Alliance for Responsible Drinking will be sharing more later, about this year’s initiatives.

14. Besides these partners, our Safe Clubbing Campaign has also received strong support from the local entertainment industry. I would like to name a few:

(a) Mr Li Nanxing, 

(b) Ms Constance Song,

(c) Ms Vivian Lai,

(d) Ms Julie Tan,

(e) and Mr Shane Pow.

15. They have generously contributed their time to help create original advisory videos, promoting crucial safety messages.

16. And we will be working with the public entertainment outlets to have these videos shown at their premises, and also share these videos on the social media platforms of the Police, NCPC, SNBA, SRO and SARD. 


Conclusion

17. Once again, creating a safe clubbing environment cannot be done by the authorities alone. It is everyone’s responsibility, and we need to work hand-in-hand. 
 
18. No one wants to visit a public entertainment outlet for a night out, only to end up injured, or a victim of outrage of modesty. Public entertainment outlets with such reputations will find it more difficult to draw in customers. So, it makes good business sense too, to have measures in place to ensure customers have a safe and enjoyable experience. 

19. We need to work hand in hand, our outlets and patrons must also do their part, to keep our public entertainment landscape not just vibrant – but also safe, secure and orderly.

20. Together, we can maintain Singapore's reputation for having one of the world's safest and most enjoyable nightlife scenes.

21. I hope everyone will stay safe and enjoy yourselves responsibly. Let us have a successful Safe Clubbing Campaign 2025.
